FYI… I’m not sure about the other Latin American countries in which Spanish is spoken, but as a spaniard I would say “Señor toro: El toro está loco!”.

We would never say “Señor toro” ^^
We could say “un señor toro” to express some kind of admiration like by saying “Such a bull!!” just like Elvis said “Such a night”
But anyway… If I had a cat I would buy one of those XDD
