Surfer vs. Shark Tic Tac Toe

Tic Tac Toe may seem like a fair game, but I am not so sure Sharks versus Surfers is a match up I would want to be involved with. Unless I were on the side of the sharks. I don’t think that bald surfer has any idea what is in store for him.
